The CSA discontinued the interim pre-registration undertaking route in August 2024. New platforms apply directly to CIRO rather than taking the time-limited path earlier entrants used.

What it takes
Capital
Set by dealer category, with minimum capital, insurance and custody requirements. Client crypto assets must be held with a qualified custodian.
Timeline
Twelve to twenty-four months. The provincial dimension adds coordination overhead.
Substance
A Canadian entity, resident officers, and a Canadian compliance function.
Where a software vendor sits
The registrant carries the obligation. Canadian regulators are specific about custody โ client assets with a qualified custodian โ so a vendor whose architecture keeps the operator out of unilateral custody is helping, but the registration analysis remains the operator's.
What catches people out
Registration is per-province. A platform "registered in Canada" may be registered in Ontario and nowhere else, and serving clients elsewhere without that province's registration is the exposure. Check the CSA's published list of authorised platforms rather than a firm's own claim.
