Where a software vendor sits
This is a genuinely good fit for a pure software vendor. A company that writes and licenses exchange software — and never touches customer assets — can be properly domiciled here at a fraction of the cost of a regulated financial free zone.
What catches people out
RAK DAO does not issue VARA licences, and cannot. It is a business registration authority; VARA is a financial regulator in a different Emirate. A RAK DAO licence does not authorise you to run an exchange, hold client assets, or carry on any regulated virtual-asset activity anywhere in the UAE. Anyone telling you a RAK entity gets you "a VARA licence" is describing something that does not exist. If you intend to operate a VASP, you need the licence from the regulator with jurisdiction over where you operate.
